Dick Chaney and his legacy
Loved Ones...in many countries...many democratic...terror and fear are the effective tools of manipulation...it can be the tax man...it can be the police officer...it can be a contractor of the political power...it can be the drug importer/dealer....
it can be organizations that do all of these at once...
and when an individual fails to be intimidated then making them disappear is used...each day around the United States and the world many individuals vanish....
Rosendo Radilla was 60 when he was forcibly disappeared in August 1974.
A social activist and former mayor of Atoyac municipality, Guerrero state, Mexico, he was last seen in a military barracks, days after he was detained at a roadblock. Fellow detainees reported that he had been tortured.
As in other enforced disappearance cases, successive Mexican governments have refused to clarify what happened to Rosendo Radilla. But his family also refused to give up and took his case to the Inter-American Court of Human Rights. This year, they hope that the court ruling will force the Mexican government to tell them the truth and ensure their right to justice.
"People ask 'why don’t you forgive?'", says Rosendo Radilla's daughter Tita Radilla Martinez. "Because they don't tell me what they did to my father. Is he dead or alive? I don’t know. I remember he would often feel cold. When he was detained I thought about that. Is he cold, hungry or thirsty? Is he in pain? How is he? We've spent our whole life like this. They say 'Don’t reopen the wound'. 'Reopen'? The wound is open, it never healed."
All around the world, families are waiting to find out what happened to those loved ones who have been taken away from them by agents of the state or by people acting with its support or acquiescence.
Friends and relatives have no means to find out what has happened to them. The disappeared are beyond the protection of the law. Anything could happen to them. Many are tortured. Many are killed.
Sunday 30 August marks the 26th International Day of the Disappeared. Every year, Amnesty International, along with other NGOs, families associations and grassroots groups, remembers the disappeared and demands justice for victims of enforced disappearances through activities and events.
Governments use enforced disappearance as a tool of repression to silence dissent and eliminate political opposition, as well as to persecute ethnic, religious and political groups.
More than 3,000 ethnic Albanians were the victims of enforced disappearances during the armed conflict in Kosovo in 1999. These were at the hands of the Serbian police, paramilitary and military forces. More than 800 Serbs, Roma and others were abducted by armed ethnic Albanian groups. Some 1,900 families in Kosovo and Serbia are still waiting to find out what happened to their relatives.
Enforced disappearances often take place in connection with counter-insurgency or counter-terrorism operations. Chechnya, which tried to secede from the Russian Federation in 1991, has since been ravaged by two armed conflicts and a counter-terror operation. Both Russian federal forces and Chechen law enforcement officials have been implicated in enforced disappearances, which run into the thousands.
In the Philippines, over 1,600 people have disappeared since the 1970s, mostly during counter-insurgency operations against left-leaning or secessionist groups.
James Balao, an Indigenous Peoples' rights activist and researcher, disappeared in September 2008, while driving to visit his family in La Trinidad, Benguet province.
He was stopped and bundled into a white van by armed and uniformed men claiming to be police officers. Eye-witnesses signed affidavits describing his capture and are now in hiding in fear of being persecuted.
The families and friends of those who disappear are left in an anguish of uncertainty, unable to grieve and go on with their lives. Chief Ebrima Manneh, a Gambian journalist, was arrested in July 2006 for trying to publish a BBC article critical of the Gambian government. His whereabouts remain unknown despite a landmark ruling by a West African regional court ordering the Gambian government to release him and pay damages. Ebrima Manneh’s mother says she finds it hard to enjoy anything because her son is constantly on her mind. The family told Amnesty International that they felt increasingly isolated because other people were afraid to associate with them. They also face hardship because the depended on Ebrima Manneh’s salary.
To combat enforced disappearance, in 2006 the UN General Assembly adopted the International Convention for the Protection of All Persons from Enforced Disappearance. Once entered into force, the Convention will be an effective way to help prevent enforced disappearances, establish the truth about this crime, punish the perpetrators and provide reparations to the victims and their families
The Convention's definition of enforced disappearance is:
"The arrest, detention, abduction or any other form of deprivation of liberty by agents of the State or by persons, or groups of persons acting with the authorization, support or acquiescence of the State, followed by a refusal to acknowledge the deprivation of liberty or by concealment of the fate or whereabouts of the disappeared person, which place such a person outside the protection of the law."
The Convention addresses the violations linked to an enforced disappearance and the problems facing those who try to investigate and hold perpetrators to account. It also recognizes the families' rights to know the truth about the fate of a disappeared person and to obtain reparations.
The Convention obliges states to protect witnesses and to hold any person involved in an enforced disappearance criminally responsible. It also requires states to institute stringent safeguards for people deprived of their liberty; to search for the disappeared person and, if they have died, to locate, respect and return the remains.
The Convention also requires states to prosecute alleged perpetrators present in their territory, regardless of where they may have committed the crime, unless they decide to extradite them to another state or surrender them to an international criminal court.
A Committee on Enforced Disappearances will oversee the Convention's implementation and will review complaints from individuals and states.
The Convention is now only a few ratifications away from entering into force. Amnesty International calls on all governments that have not done so already to ratify the Convention as soon as possible. Ratification will send a powerful signal that enforced disappearances will not be tolerated and will give those searching for their loved ones a much needed new tool.

Hamas should recognize Israel
Loved Ones…Hillary Clinton has vowed to make "every effort" to advance a peace agreement between the Israelis and Palestinians as secretary of state in Barack Obama's administration.
Speaking on Tuesday at her senate confirmation hearing, Clinton said that the US must address Israel's security and work on the "legitimate" political and economic aspirations of the Palestinians.
However she ruled out negotiations with the Palestinian group Hamas until it recognized Israel and renounced violence, saying her position on the issue was "absolute".
As Hillary Clinton's first session with the committee ended in Washington DC, a group of spectators shouted "ceasefire in Gaza" and held up signs.
Clinton also stressed the US must use "smart power" to further its foreign policy, with the military to be used as a "last resort".
"With 'smart power', diplomacy will be the vanguard of foreign policy," she told the senate foreign relations committee.
"America cannot solve the most pressing problem on our own and the world cannot solve them without America."
Analysts say Clinton, currently senator of New York, is keen to strike a more pragmatic approach to foreign policy in an effort to distance the forthcoming administration of Obama, the US president-elect, from that of George Bush.
Clinton is expected to progress smoothly through the hearing, however some senators expressed concern that fundraising by her husband, former president Bill Clinton, could prove an ethical conflict of interest.
Richard Lugar, a senator and the panel's top Republican, said the Clinton Foundation could lead to foreign governments or businesses believing they could get preferential treatment through giving donations.
"It also sets up potential perception problems with any action taken by the secretary of state in relation to foreign givers or their countries," he said.
Clinton said the "gravest threat" facing the US was the prospect of weapons of mass destruction falling into the hands of "terrorists".
She had harsh words for Iran and Syria, accusing them of "dangerous behavior" and reiterating her position that "no options" were off the table regarding Iran, whom she said must end its "sponsorship of terror".
However, she said she was keen for the US to take a "new, different" approach towards the country diplomatically.
Clinton faced criticism during her battle with Obama for the Democratic presidential nomination over comments she made that the US would "totally obliterate" Iran if it attacked Israel.
She also urged a strengthening of ties with both China and Russia on "security and economic issues" and with Nato.

Father Richard Bell...a retired Maryknoll missionary
Loved Ones…an individual who at present is recuperating from a serious injury and who has spent his life time learning his lessons and attempting to help other with their lessons is now in need of our prayers.
This entity is Father Richard Bell…a retired Maryknoll missionary…is known to me as Uncle Dickey…
He has spent his lifetime addressing a sustained awareness of the interrelatedness of all that we do and that what happens in each country has an impact throughout the global village….all the while focusing his energies at a target of sustained nourishment of one's call to a more intimate relationship with God, informed by the spirit and experience of mission.
Presently he is in a hospital and is need of a healing…a physical healing…and spiritual support…
At this time I petition for the White Light of the Holy Spirit to enclose the loving entity Richard Bell and all his loved ones with the unconditional and unlimited healing love of Our Lord Jesus the Christ…I petition and ask that in the name of Mother and Father God.

new civilian government is vowing to crack down on Islamic militants after ousting U.S. ally Pervez Musharraf from the presidency.
Yousuf is set to inhibit those who desire to terrorize the American public and as a result is a target to be neutralized by those who control power in Washington D.C.
Yousuf Raza Gilan was unhurt and brought to safety after the incident on the main highway leading into Islamabad.
Zahid Bashir, the premier's press secretary, said two bullets struck the driver's side of the vehicle in a "murder attempt."
State-run Pakistan Television aired footage of Gilani's black Mercedes car with the two impact points clearly visible on the driver's window. The glass was cracked but intact.
"The prime minister is fine, he is back in Islamabad at the PM house," Information Minister Sherry Rehman told Dawn News TV.
The incident adds to the tension in Pakistan at a time when its new civilian government is vowing to crack down on Islamic militants after ousting U.S. ally Pervez Musharraf from the presidency.
It was also the second apparent assassination attempt in quick succession….

the loving entity Asif Ali Zaradari
Loved Ones…fear and terror compounded by the controlled media is used to manipulate the public in the United States as a tool of management….
for example: Ben Laden has been dead for years.
Towards this purpose the Republican Party within the United States and its contractors installed the military dictator of Pakistan…Pervez Musharraf…
who is now being thrown out of control of the homeland of the Taliban….
Musharraf was placed there to protect those who provide support for the necessary fear/conceptual controls the Bush Administration requires.
The former Prime Minister Benazir Bhutto who stood up against this American installed dictator as she approached the position to remove Musharraf was herself neutralized….murdered.
Now Pakistan’s main ruling party has proposed that the widower of assassinated former Prime Minister Benazir Bhutto become the country's next president.
Spokeswoman Sherry Rehman said the party leadership was unanimous in backing Asif Ali Zardari to replace Pervez Musharraf, who resigned Monday to avoid the threat of impeachment.
The Election commission announced Friday that federal and provincial lawmakers will elect Musharraf's successor on Sept. 6.
Therefore it is critical at this time petitions and prayers be manifested to protect Asif Ali Zardari from contracted individuals funded from within our own homeland…

Prayers for Eli Yishak and Mahmoud Abbas and Jimmy Carter
Loved Ones...we are all brothers and sisters...we are brothers and sisters here and on the "other side" when we pass on...please pray we all grasp this truth...
Loved Ones…Our Lord Jesus the Christ instructed His loved ones with these words when they asked Him this question…When will the kingdom come?…
Our Lord responded, “When will the kingdom come?” “It will not come by waiting for it. It will not be a matter of saying ‘here it is or ‘there it is. Rather, the kingdom of the father is spread out upon the earth, and men do not see it.”
Now is the time for all of us to petition our Divine Parents, Mother and Father God for a prisoner exchange between Isreal and Hamas….for Hamas to free captured Israeli soldier Gilad Shalit and for Abbas, Tzipi Livni, the Israeli foreign minister to free those thousands of Hamas prisoners for an ultimate healing of this dark conflict...a conflict currently funded and promoted by those seated in the oval office of these United States of America.
Loved ones in the Middle East is a freely elected democratic government…freely elected by a majority of the people…a true democracy…and the citizens elected Hamas.
Are we as a democracy going to be living hypocrites and deny democracy to others?
At present a peacemaker…Mr. Jimmy Carter…is acting in good faith to resolve in a peaceful manner a serious conflict which is a source element in the quote “War on Terrorism”.
President Carter is attempting to make safe all persons on this planet with words of compassion…words of truth.
President Jimmy Carter has said Hamas leaders had told him they would accept a peace agreement negotiated by Mahmoud Abbas, the Palestinian president whose Fatah faction controls the West Bank, if Palestinians approved the deal in a vote.
"They said they would accept a Palestinian state on the 1967 borders if approved by Palestinians ... even though Hamas might disagree with some terms of the agreement," Carter said.
"It means that Hamas will not undermine Abbas' efforts to negotiate an agreement and Hamas will accept an agreement if the Palestinians support it in a free vote."
Loved ones…these acts of compassion by Jimmy Carter have angered Israel by meeting with Hamas...President Carter lamented....
"The problem is not that I met with Hamas in Syria,"
"The problem is that Israel and the United States refuse to meet with someone who must be involved."
In his speech, Carter reiterated that he has no mandate to secure a peace deal between Israel and the Palestinians.
Speaking of the captured Israeli soldier Gilad Shalit, who was seized by Hamas in a cross-border raid in June 2006, Carter said he was disappointed that his proposal to Hamas to release Shalit had been rejected.
But Carter said that he understood the Palestinian group could not free the Israeli soldier outside of a prisoner exchange with Israel.
Loved ones…President Carter has reiterated that he believed Hamas would accept the existence of Israel if the Palestinian population voted to accept it.
"There has been a lot of conflicting statements about this issue. But from what I understood, and announced, if Abbas and [Ehud] Olmert [the Israeli prime minister] agree to a peace deal, that would ultimately allow the two states to live side by side. Hamas was asked whether they would accept the decision - they said yes."
Carter also said the "deplorable" situation in the Gaza Strip made establishing a peace deal more urgent.
"A resolution needs to be made, as people [in Gaza] are continuing to suffer. I believe however, a greater, and more effective American role is needed here - going beyond the commitments made by the Bush administration to reach a peace agreement."
Amani Soliman, Al Jazeera's Middle East analyst, said Carter's attempt to engage Hamas was a major breakthrough.
"What he has done was a long time coming, considering that Hamas needed to be involved in the peace process," she said.
"Despite the engagement with Abbas, Tzipi Livni [the Israeli foreign minister], and other Fatah negotiators, Carter is adamant that Hamas be included in the equation – which can be viewed as a breakthrough for a Western diplomat to take this route."
Loved ones...in truth...the fact that Hamas'demonstrates a willingness to continue to secure a peace deal, implicitly reflects the group's recognition of the state of Israel.
"This effectively pulls the rug from under Israel, as they have constantly maintained that the reason they will continue isolating Hamas is because they will no recognise their state. The ball is now in Israel's court."
Loved ones…Hamas has expressed willingness to go along with Carter's proposals.
However, also from the Hamas side, the point being made that something must come in return...
What Jimmy Carter is trying to do is to break the ice - trying to get some sort of momentum going in a situation that has been utterly static.
Hamas officials said they talked to Carter about an internationally backed Israeli embargo on Gaza and a possible Israel-Hamas prisoner swap.
But Hamas did not respond to Carter's requests that it halt rocket fire on Israeli border towns and agree to talk to Eli Yishak, the Israeli deputy prime minister, about a prisoner exchange.
Over the weekend, Israel killed seven Hamas fighters in a series of air strikes with American provided planes and bombs after the group detonated two jeeps packed with explosives at an Israeli crossing on the Gaza border.
Israel and the Oval Office of the United States of America both consider Hamas a terrorist group, have criticized the loving Jimmy Carter's efforts to broker negotiations.
